New ad highlights the Governor’s commitment to expanding educational opportunities for New York public school students

Washington, D.C. – Today, Invest in Education Foundation announced the launch of a new advertising campaign thanking Governor Kathy Hochul (D-NY) for her public support of the Federal Scholarship Tax Credit Program and her stated intent to have New York participate.

The Federal Scholarship Tax Credit Program, which launches on January 1, 2027, will generate hundreds of millions of dollars in new funding for public and non-public K-12 students. Private donations to qualified scholarship granting organizations (SGOs) will provide eligible students with access to scholarships for a broad range of educational expenses, including tutoring, special education services, educational technology, transportation, after-school programs, tuition, and other approved educational needs.

We appreciate the Governor’s commitment to ensuring New York students can benefit from these privately funded scholarships.”

The campaign highlights the Governor’s support for the program and thanks her for recognizing the importance of bringing these new educational opportunities to New York families. The sooner Governor Hochul formally declares New York’s participation in the program, the more time SGOs, families, schools and taxpayers will have to plan for a successful start in 2027.

The Federal Scholarship Tax Credit Program allows eligible taxpayers to receive a 100 percent federal tax credit of up to $1,700 annually for contributions to qualified SGOs. Those organizations then award scholarships to eligible K-12 students in participating states.

The U.S. Department of the Treasury recently released a preview of its forthcoming implementation guidance, providing additional clarity for states and stakeholders as they prepare for the program’s launch. Final proposed regulations are expected later this summer, giving governors the information needed to make informed decisions regarding participation.

Thirty states have already declared their participation in the program, reflecting growing nationwide momentum as states prepare for implementation in 2027.
